REGISTRATION NEWS

News has been received from the office of Senator James Wright regarding our ATV registration fee.  In short here is what has happened.  “In 2005 The Senate, Assembly and Governor agreed to increase the ATV registration fee from $10 to $25 and implement a dedicated ATV Trails Fund.  However, the actual legislation to authorize trail development was to be taken up in the 2006 Session.  It should be noted that the Senator, with a few other upstate Senators were able to stop the Governor and Assembly from raising the fee to $45 with no trail fund whatsoever.  The Senate was able to help win a big victory for the ATV riders last year.
However, when negotiations for this year’s budget started to heat up, the Assembly Democrats refused to negotiate on a trail fund bill to set up trails.  As the budget neared completion, the Senate had no choice but to insert language that repealed the fee increase of 2005 because you would basically have a $25 fee still with no trail fund.  The Senator did not feel this was acceptable for ATV riders and supported the fee being reduced with hopes that some compromise could be reached by this week.  It looks doubtful that any ATV trail legislation will be seen in 2006 with the Assembly Majority basically holding out so they can stall trail development.

The fund was officially repealed on June 12.  The fee has gone back to $10.  This was all done as part of the overall budget and is found in Senate Bill 6459-C on Page 7, Part G, Section 1.”

This information has been provided by Jerry O. Eaton, Legislative Assistant in Senator Jim Wright’s Watertown office.

Thanks to Jerry for such a concise accounting of the whole situation.

The Club is planning a RALLY to Albany in late Septembers or early October.  Watch for details.

Enclosed you will find a copy of the NYS DMV form #MV-215 (5/05) to be used in recouping a refund of $5. for each of your machines fee already paid.  Stickers for 2008 are in the process of being mailed to all holders of current 2007 registrations to extend the registrations for two years.  Each year’s registration is now $10.  The balance of $5. should not go to the State.  Send in your form to request a refund for the difference.  One form is needed for each ATV registration refund request.

“The reason for refund” line of the above form has been filled in to make your request understandable to DMV personnel.

REMINDER !!

The gravel pit located on Rte. 13 and Austin Road in the Town of Albion, Altmar, NY is closed to both TrailPass LLC members and members of this Club.  Please avoid this area to avoid being fined by the DEC.

WORK PARTY’S

As you all know the upkeep of existing trails and formation of new trails is an ongoing effort by a lot of people.  Sometimes communication needs improvement in order to let the members know when they are needed for work party’s.  The Club is trying to encourage new and old members to help with this tremendous task.  Each Tuesday, unless the weather is bad or it’s a holiday, is a day to work on trails.  We have work party’s that start @ 2 PM, 4 PM and 6 PM.  These hours were chosen to fit into the lifestyles of all our members.  The location of these work party’s is posted on Little Lukey’s board and the storage shed’s board located on County Rte. 22.  Please check these boards before starting out.  Also Gail and Bill Atkinson have volunteered to direct people if they can call before noon of the day they are needed.  Their number is 298-2110.  Keep in touch, we can use your help.

THANK YOU

A special thank you to all organizers, ride leaders, participants and volunteers of the June 24 benefit ride for Brenda O’Neil held on the West Extension trails.  Sye and Jr. O’Neil are very grateful for all the help and want to send their special thanks to all of you.

Pat and Jim Marra and many others did an excellent job of making the whole day a wonderful experience for the 100+ riders, a great turn out. A special Thank You goes to Dan Cary for the use of the tent.  Everything was well thought out and run.  For those of you who have not ridden the West Extension trails, take a day and go.  You will not be disappointed.  The mud bog was the best.
